Righty heres one approach you can try. going with the assumption your running windows xp start > control panel > add / remove programs ( Programs & Features in Vista ) ... uninstall your current flash player and reboot .
Then go to
Ccleaner top right of page and download latest version, install and then run it's various scans with all options checked and fix / clean anything it finds .. i've done this many times without making any backups and never caused any harm what so ever but if you wish to edge on the air of caution simply make backups when the program prompts you too.
After you have done this reboot again and then go to
Flash DownloadInstall it and if you grant me one wish DONT leave install the Yahell Toolbar checked just install Flash Player, reboot once more then go to start > control panel > internet options > advanced ... ok heres where i'm rusty and my xp machine is switched off in another room... it's an Active X setting stopping it running..consulted one of my guru's

lol my first thought was corrupt install / bad registry hence running ccleaner first.
It's almost 6:30am so i'm gonna be lazy go
